Add Windows CI test and setup regression tests against known output

Describe the update

• Adds a github actions test that builds on windows.
• Adds a test which runs CloudJ against known output
• Removes the need to have netcdf installed
  • For whatever reason, I could not get cmake to pickup netcdf on Windows. I noticed that netcdf wasn't actually used in any of the code, only the test compile program (which itself doesn't seem like it should be required). So, I removed it.
