ROADMAP Time controls on map

GeoNode should allow users to scrub through datasets over time from embedded maps and within the map composer. To take advantage of these datasets that show changes in space over time.

Extend the map to include start, end, interval, and replay rate to allow users to define ranges of time for a map or filter features based on those values.
