Issue overview

When I open the actions help docs page, I thought the categories in the sidebar were arbitrarily uncollapsed, but I learned that the first three categories are uncollapsed by default.

I didn't find it very intuitive why the first three categories were uncollapsed when viewing the page. I actually assumed that maybe the browser was caching some previous configuration of my viewing of that page or something. 🤷‍♀ I find it much easier to see the hierarchy of the docs when all of the categories are collapsed or just the active category uncollapsed.

I'd like to 👍 this. When I was using the Actions docs recently, I had a hard time navigating them because the sidebar menus start out open so I didn't see all of the content under the open sections st first. It also left me a little overwhelmed with all of the articles when I really wanted to look at the high-level ones to drill down into the section I needed (which was Reference all the way at the bottom of the list). I actually had to leave the menu and had to search to find what I needed.

Yes, It needs to be fixed, but I would put it at an upper level, how do we want to enhance the overall navigation in docs.
