Create Esperanto locale for site #3112

I did this up before I realized that all of the other content would probably have to be translated, too. Maybe this can serve as an inspiration for an Esperantist with more time on their hands!

Hi @colindean
Cool that you want to introduce a new language like Esperanto :)
But preparing a new language is not just translating and creating a file.
You haven't done the tests locally, because you would have noticed that the file directory is missing.
I will complete these files and maybe you will give PR a DRAFT, then you or someone who knows Esperanto will send translation suggestions.

Thank you for the comment. I did the edits in the GitHub editor itself, not locally, so I couldn't run the tests before submitting it. It wasn't until immediately after I submitted it that I realized there's a whole lot more content to translate. I won't have the time to translate that content anytime soon. I'll move the pr to draft status.

I'm going to go ahead and close this since it's a long ways off, and is triggering our "stale PR needs attention" automation. @colindean if you decide to pick the work back up, feel free to rebase and reopen this PR or make a new one. Thanks!
