Summary/Motivation: IDAES/idaes-pse#1137

Changes proposed in this PR:

  • Remove Python 3.7 from:
    • setup.py
    • GHA workflows
  • Remove unneeded compatibility checks from:
    • Python code
    • Notebooks?
