Fix#22286
When timetracking is disabled, the stop watch top bar icon should be
hidden.
When the stop watch recording popup, it should be allowed to hide with
some operation. Now click any place on this page will hide the popup
window.

Description
After upgrade to 1.18.0 I see this
and I'm using an Nginx as reverse proxy, but this:
http://nuc-mini-pentium/times/stopwatch/toggle
will be not mapped. Under https://docs.gitea.io/en-us/reverse-proxies/ I can't see the new mappings.
Than I added
but the feature stay visible.
How can I disable it? And which mappings should be added to nginx?
