Didn't cherry-pick cleanly to 3.5, so I redid it manually in e0ad1e8 (#80773)

Not too familiar with npm but I got away with npm audit fix --force, npm update --force, and to actually get the new major for eslint I changed package.json manually and ran npm update --force again.
