[Windows] Improve OpenGL/ANGLE switching on ARM64. #94943

  • Instead of switching to ANGLE unconditionally, it's only enabling fallback and suppressing warning.
  • Adds real architecture check for x86 builds to do the same when running under emulation on ARM64 machine.
