[Windows] Check if transparency is enabled in the project setting before applying DWM blur. #95009

Should fix #92712 (if it's caused by #86553, which is likely, but I can't reproduce it. Check is consistent with other platforms).

This fixes the issue for me.

Also, I noticed the issue only happened if per pixel transparency (OS is_layered_allowed()) was not enabled in project settings when the editor starts.
