What this PR does
This is a follow-up to #9772
From the recently opened bug tickets I've noticed that important details, like the version of Mimir is missing. This PR updates the issue templates, adding more examples of the details we expect to see in the report. Hopefully this will reduce the amount of ping-ponging with the bug author.
