What this PR does:
This PR reduces the file size of search data by 30-40% by caching/reusing identical KeyValues structs across traces in a page of data. I.e. each trace with "service.name=[x, y, z]" throughout a page points to the same underlying bytes, instead of encoding it for every trace. This optimization is transparent to the rest of tempo and is forwards/backwards compatible (i.e. older versions of tempo can read this optimized buffer w/o issue).
