GRA-1298: License check changes, free tier limits for saas

Describe your changes

• Point to new license manager in the account management for license validation
• Set free tier limits when deployed by the operator
• Added a hook manager to run time related hooks in the code

Provide Issue ticket number if applicable/not in title

Provide testing steps

• In general, this code is being used for all the tenants on saas, I don't think any additional testing is required
