Information Boards (tourism=information) on levels <=18

Information boards are much to present on the map. In my region I mapped plenty smaller boards with historic information about buildings or other structures but imho it doesnt make sense rendering them before zoom level 18 or 19 or maybe ignoring them on the default map.

I see two possible solutions, either tag them just with information=board
(leaving off tourism=information) or render tourism=information as
prominently as we do now only for places that also have the
information=office tag.

#304 is a related problem with tourism=information that would need information=* to be put into the database.

I think this is a major problems with the many things tourism=information is used for. There's a huge difference in the importance of a tourist office or a visitor centre and a route marker attached to a tree.

I suggest the following rendering:
information=office from zoom level 15 or 16, with name at levels 17-19
information=map from zoom level 17 or 18
information=board and information=guidepost from zoom level 18 or 19
all other values and without value: don't show at all.

Alternative if adding the information tag is too much hassle:
Only render ways with tourism=information on zoom level 15,16 and 17 (show name from zoom level 17 if available) and show all tourism=information (ways and nodes) at zoom levels 18 and 19. This should work in most cases, but it might miss some important tourist offices which are not mapped as a way.
