Update to ChartJS v3

Thanks to @MaximBalaganskiy the library has now been updated to ChartJS v3 and has had the internal code modernised. As always raise any issues and someone can look at them.

Use chartjs 2.x

This release moves to use the latest chartjs library so will fix a lot of underlying issues as well as using the latest data schemas for charts.
