After testing the PCB and case files, they are ready for use.

Pteron36 has been added into VIAL master.
Pteron36 has been added into QMK master, including VIA keymap.

Via json config is pending for PR to be pulled, untill then use the pteron36-via-config.json, load it into via through design lab.
