This includes backwards compatibility shim to work around the ext_authz package rename in 1.10. It also adds integration test support in CI for 1.10.0.

Fixed #5323.
All integration tests pass locally on both 1.10.0 and 1.9.1. This should add 1.10.0 to CI so we can verify that is passing there too.
