Missing Google resource: Target SSL Proxy

There is a resource on Google Cloud Platform called a Target SSL Proxy. It seems Terraform currently cannot create/manage these proxies.

Please add an appropriate resource, probably google_compute_target_ssl_proxy.

Related to this, Is there any way to create this resource with terraform https://cloud.google.com/compute/docs/reference/latest/targetTcpProxies ?
as far as I can see you can only create external/internal regional lb with google_compute_forwarding_rule
and global lb targeting to http_proxy / https_proxy but no tcp

Hey @rosbo I don't think this is duplicated by #363 as they are actually two different resources, one for tcp (#528) and the other one for ssl.
