I am sorry for taking so long to reply.
I had excluded gnupg2 because the EasyPG, which is a package for encryption distributed with Emacs, did not work well with GnuPG 2.x previously. Although I have not known it, the EasyPG in Emacs 25 seems to include support for GnuPG 2.x.

I have merged your patch. Thank you for the contribution.
I will add an entry for the patch to the ChangeLog file later.
