One drawback is that all new hotspots (including helium manufactured hotspots) would require an existing trusted hotspot within range. This represents a massive barrier to adoption since most people aren't within range of a trusted hotspot.

I think we'd have to create a scalable process to approve hotspots to be level 3B to solve this

In all the implementations of slashing I have seen on other blockchains, the slashed stake vanishes from existence. If you do something else with that stake it can introduce some weird game theory where someone might want to deliberately slash someone else for their own benefit.

There needs to be some number of Hotspots at L3 so challenges can be created, the rest should be L2? We need to decide the criteria to bless existing Hotspots as L3 in the new world.
