Fix build of Raspberry Pi with toolchain #11923

Fixes #7479. A few things:

Makes it so b.sh has a parameter for --rpi so it's more obvious that a toolchain exists. This matches iOS, etc.
Toolchain now disables Wayland automatically.
"Vulkan is not available" misleads people into thinking this causes future errors. Make it clearer.
The SDL non-fbdev path was accidentally broken, though not really related to rpi.

Also add a shortcut to b.sh since it has its own toolchain file.
