Assuming I'm reading this correctly, eps is only used when gamma > 0, and noise is only used to compute eps, meaning we could move noise computation inside the gamma check? Since s_churn defaults to 0, and I haven't seen SD clients supply anything different, then we can avoid these extra steps in the common case.
