feat(tools): add indy docker container for developing Indy Ledger Plugin and testing it #866

Description

A build script that start/stop Hyperledger Indy node pool is necessary for indy ledger plugin development.

Acceptance Criteria

A docker-compose definition that you can start / stop indy node pool with. It should mount a volume to support data persistency.
