Removes the <React.StrictMode> wrapper from the desktop-viewer-test app, and the Create React App template.
The StrictMode Wrapper causes iModels API calls to stall, resulting in endless loading of iModels.
Also, Updates the scopes in the Desktop-viewer-test env Template.
