IBX-8154: Added PHP 8.3 Dockerfile

Description:

This PR:

1. Adds PHP 8.3 Dockerfile
2. Aligns test matrix in this repo with what is set in DXP editions (e.g. IBX-8154: Run tests on PHP 8.3 (3.3) oss#150)
3. Adds ErrorHandler for PHP 8.2+ to script in this repo

• check default image - Bump default image to PHP 8.3 gh-workflows#51

It's there for the sake of v3.3 LTS. We still mention it in docs (https://doc.ibexa.co/en/3.3/getting_started/requirements/#php).
