docs: add test badges for java and rust #602

Description:

Add the status of test for java smart contracts and cosmwasm smart contracts

docs: add rest badges for java and rust

For each packet sent store the height at it which it was sent and clear it as packets are acknowledged. Add range query to get all missing packets receipts in a range.
