There are a couple of things worth mentioning:
1.I just made a new report project in VS 2013 named TestReports and put in a single Report, "TestReport." Nothing fancy. I did it in VS 2013 for two reasons. First, SSDT - BI is not in release for VS 2015. Second, if the project is created in VS 2015 using the newer SSDT - BI for SQL 2016 you cannot deploy the reports to a SQL server earlier than SQL 2016, even after setting the report project's TargetServerVersion to "SQL Server 2008 R2, 2012, or 2014."
2.The TestReports project is in a solution just for that to avoid causing problems opening the primary solution for developers without SSDT - BI installed.
