Compile and test protobuf generated with ICS29 Fee Middleware

Summary

Run sync-protobuf.sh with the protobuf generated from cosmos/ibc-go#276, and see if anything breaks.

Before doing this, we should first update the main protobuf definition to the latest v3 candidate release of ibc-go, so that there can be less possible conflicts.

With the generated protobuf, we will be able to do some initial developent for ICS29, albeit without testing enabled since there is no corresponding version of Gaia, unless #1967 can provide one.
