[DDW-1053] Handle Incentivized Testnet network UI

This PR implements the necessary UI changes for the Incentivized Testnet network.

• Daedalus Window Title
• Disable Wallet Data Layer migration overlay
• Remove "Safe mode" application menu item
• Set the isIncentivizedTestnet value to environment.isIncentivizedTestnet
• Set the environment.network to itn_balance_check
• Add the following text to TopBar:
  • Incentivized Testnet - Balance check
  • インセンティブ付きテストネット - 模擬スナップショット

After Review

• Merge the PR
• Delete the source branch
• Move the ticket to done column on the YouTrack board
• Update Slack QA thread by marking it with a green checkmark
