JavaScript monorepos are a collection of independently publishable modules, so the packages/verified-fetch readme should be left in-place, otherwise there will be no README to publish to https://www.npmjs.com/package/@helia/verified-fetch
Having the "About"/"Getting started"-style docs in the readme in the monorepo root is worthwhile for people who land here first (and not on https://www.npmjs.com/package/@helia/verified-fetch), but the monorepo root should probably have additional documentation that explains the repo structure and what's going on in the packages folder.
We may even just wish to have a reduced "Getting started" in the monorepo root and then link to https://github.com/ipfs/helia-verified-fetch/tree/main/packages/verified-fetch#readme for the full auto-generated goodness?

Background
As discussed, this moves the package docs to the root of the repo. Currently this is a manual move that would need to be done every time the README is generated. We could later explore updating the tooling to avoid this manual move, but for now it's more important to give the docs visibility without extra navigation.
