Initial draft of IPFS Addressing in Web Browsers memo: a short summary of current consensus and conventions related to addressing.

The primary goal is to document and highlight near-term use cases.
We want to link to this memo during Dweb Summit, as noted in #89 (comment)
I suspect less is more, but I've included some context for decisions as Appendices.
Bit late on my end, so forgive me if initial version looks chaotic, stitched this from notes scattered in other places.
Feedback would be greatly appreciated: what is missing? what can be dropped?
