Implement `caskadht` as a service that exposes a HTTP API to lookup multihashes, compatible with IPNI `GET /multihash/<multihash>` specification and cascades lookups over the IPFS Kademlia DHT. Implement a CLI command to start up the service with options to configure libp2p host identity, listen address and log level.
