Delete Buildkite samples pipeline (#11538)

This was converted to a GitHub actions workflow in
#11466, which has no run
successfully on its schedule in
https://github.com/iree-org/iree/actions/runs/3682196650. The Buildkite
pipeline has been disabled and archived in the Buildkite UI.
