What is the difference between this repo and https://github.com/it-at-m/.github/tree/main/workflow-templates

in both we have workflows templates. ( it-at-m/.github/ vs oss-repository-en-template)

We should reduce to one, or mark out the difference.

Starter Workflows have been introduced with https://git.muenchen.de/ccse/ospo/-/issues/264#note_776654 which can be added by projects if needed.

So, IMHO removing the workflow from the oss-repository-en-template is fine as the policy-as-code / security scanning is also included there.

@hupling Where are these workflow-templates used? When i start a new repo from oss-repository-en-template/ there this template workflow is used https://github.com/it-at-m/testklml/tree/main/.github/workflows
