[Bug Report] The "Опублікувати" button doesn't work in the Editor

Environment: Windows 10 Pro, Firefox 98.0., Google Chrome 99.0.4844.51
Reproducible: always.
Build found: last commit from https://github.com/ita-social-projects/dokazovi-requirements

Resolution:

Preconditions
Log in to the page as Administrator
Enter a Material page

Steps to reproduce

1. Choose the publication with status "Архівний".
2. Click the 'Edit' button in Action column.
3. Make some changes in publication.
4. Click "Опублікувати" button in the lower right corner.

Actual result
The "Опублікувати" button doesn't work. Nothing happens after pressing the button.

Expected result
The status of the publication changes to "Опублікований" after clicking the " Опублікувати" button.

Additional Information
The "Опублікувати" button should work for publications with status "На модерації", "Запланований". (It was not possible to check due to the lack of publications with such statuses.)

The name of the Material page should be change to ‘Керування матеріалами’ (Bug Report #512)
