Make "Use Web's Home Section Order" a user setting

Roku can now match the web's settings for the order of the home sections. As it currently exists in unstable, this functionality is always on and the user has no ability to keep the current Roku experience unless their web settings happen to match the current Roku state.

Describe the solution you'd like

We want to prevent disrupting existing user's experience and allow them to opt-in to using a new user setting. This way if user's want to match web they can, if they don't want to match web, they don't have to and keep it the way it is now.

Additionally, we believe this is the best experience for users, so we will default this setting to ON for new installations.
