After jenkins-infra/helpdesk#3679, the "*-charter" IAM users are not needed anymore.
This PR needed an actual manual edit of the
aws-authconfigmaps, otherwise terraform was reporting a full emptying of theaws-auth(which would have resulterd in locking us out of the clusters 🤦 )
