First pass at a matomo integration.
Very short term I'm going to use an instance I have setup on a dedicated VM, see if it can handle the load, gives us the data we need. etc. Next PR will be specifically to track clicks on the footer, and switching tabs to see if people are using them.

Side note: apparently we have been pulling google analytics script tags from jenkins.io, so its likely all mashed in there.
