Use 2.462.3 in LTS profile

The two failing tests are also failing on the master branch. In hopes of finding the cause, I've reverted the two changes made since the last passing run on the master branch. The reverts were:

• 90841fc Revert Update gitlab/gitlab-ce Docker tag to v17.4.1 #1745
• 5ab00fa Revert Update dependency net.bytebuddy:byte-buddy to v1.15.3 #1744

I doubt that reverts will help as they will have passed on a pull request.

It'll either be a timing thing or something has changed in a plugin or Jenkins core that is affecting the tests

I've force pushed the lone commit and removed the two reverts from this pull request. I'd like to see it merged next week, though it can wait longer if necessary.
