Exclude broken com.karuslabs:annotations snapshot dep

Fixes an error introduced by #394. Somehow when I build this locally (3.8.6, JDK 11) I am getting

Not really sure where this is coming from. Presumably something to do with my local mirrorOf settings, even though I have added !elementary-releases already.

Workaround:

<mirrorOf>*,!repo.jenkins-ci.org,!incrementals,!elementary-releases,!chimera-releases,!chimera-snapshots</mirrorOf>

Why elementary vs. chimera I do not know, and I still have not tracked down what actually refers this artifact, but 🤷
