Migrate Operand Stack to Growing Stack (hyperledger#6068)
To improve the performance of CALL operations move the OperandStack and ReturnStack to growing stacks instead of a fully allocated stack. Signed-off-by: Danno Ferrin <danno.ferrin@swirldslabs.com> (cherry picked from commit 949c724)
