Update translations

Changes proposed in this pull request:

• Add --from-code=UTF-8 for xgettext so it doesn't bail over z.wq x 10ⁿ in number.py
• Add script to update translations
• It added "zero", "microsecond" and "millisecond" translations to the .po files
  • "zero" was added as a blank "" string
  • "microsecond" and "millisecond" were added as whatever the "second" translation was
• So I've only updated the ~European ones I'm able to, and Ukrainian via Create Ukrainian humanize.po #125 (comment).
• I've not added the .po files for these Other translators, please follow "How to add new phrases to existing locale files" in the README:
