Honor rewrite.resolvePropertiesInYaml flag in classpath scanning

The rewrite.resolvePropertiesInYaml flag introduced in openrewrite#741
was only applied to the yaml file from the configLocation.

This PR also applies the flag to recipes loaded from the classpath.
