Add more information for where jupyter_notebook_config.py is located #3346

This PR is related to issue #3027.

Added full file paths for where jupyter_notebook_config.py is located on different OS's for people unfamiliar with what "~" represents.

Added information to the "Securing a notebook server" to make it clear that creating a password can be done automatically as of notebook 5.0.

Modified "Prerequisite: A notebook configuration file" section to let people know that the $ jupyter notebook --generate-config command will also create the Jupyter folder if it doesn't already exist.

Fixed some minor grammar issues on the page.
