JupyterHub should have a solution for this, but we need it now.
This is a mitigation for #2686 . It doesn't fix the underlying problem (jupyterhub/kubespawner#742 should hopefully fix it), but adds a condition to delete pods that are still running after some buffer beyond cull.maxAge (currently 7 hours, so 1 hour after cull.maxAge).
