Updated dotenv dependency to 2.0.0.

Updated dotenv to 2.0.0, which has hanged its API for loading environment files. I've also added a version constraint to the Nimble file.

😂 I hadn’t even realised it was being used here or anything and didn’t expect any breakage at all. It was past due some attention to get the CI running again at least.
