This is the front end UI that will be visible to all users able to take part in votes.

####Currently, it is absolutely not functional: There is no interaction with the API whatsoever, as it isn't finished yet. In it's current stage, this UI has crude functionality, and doesn't yet have any login, voting, or archive consultation functionality yet.
