feat(core): Provide capability to control replica count of metric server #295

Provide capability to control replica count of metric server to reduce the impact when the active instance fails and allow for fast failover.

I guess this section of the docs also needs an update: https://keda.sh/docs/latest/operate/cluster/#high-availability

Not really because the guidance still applies; but we just want to open it up for those who want to deviate from it

Otherwise we'll have a lot of support cases for something that is a limitation
