  - add ucs2hextoutf8 function
- src/x509.js
  - X509.getAttrTypeAndValue supports non-ascii BMPString (#474)
- src/asn1hex.js
  - ASN1HEX.dump supports non-ascii BMPString
- test/qunit-do-{asn1hex-dump,x509-ext,base64x}.html
  - updated to follow above
