Modifying the interface of the rotg function to make it more uniform when compared to other KokkosBlas functions.
This means using views instead of reference to scalars for the rotation coefficients and launching a parallel kernel to compute the coefficients.
I did not add the device callable interface yet, we can do that later if @kliegeois wants it for iterative solvers?
