Release v1.8.3

• Fixed build on alpine linux (pass -D CMAKE_C_FLAGS="-DLIBC_MUSL" to cmake)
• Added github workflows to build and publish container images
• Changed YASDI sources to reflect version change (although they are unchanged apart from the alpine linux fix)
